Recap: NCIS 19x17 Starting Over

The death of a former Navy pilot leads to a web of deception and trauma.

Lectric Leo is filming a commercial when a dead body falls behind him during his shoot.

At NCIS, Torres announces his communications with NCIS Hawai’i agent Jane Tennant about a missing witness from a prior case of his in Hawai’i when they are called to the scene. There, they identify the victim as retired Navy Lieutenant Commander and helicopter pilot Thomas P. Miller, who Palmer and Knight recognize from their grief counseling group. While Knight and Torres investigate where he fell from, Palmer discovers several messages on his phone from Tobias Fornell.

The team establishes that Miller was traumatized from a helicopter crash in Sudan. Fornell reveals he was Miller’s grief sponsor and that he received an unusual message from Miller prior to his death. Despite being familiar, Parker and the team bar Fornell from participating in the investigation. In Autopsy, Palmer and Fornell relate over their experiences with loss when Dr. Grace Confalone enters. Meanwhile, Torres and Knight speak with Olive, Miller’s wife, and her brother Martin Polk, who reveal that Miller had a restraining order against Richard Jordan, the father of Sally, one of the soldiers killed in the crash.

While Dr. Grace suggests Torres and Parker obtain psychological evaluations, she also reveals Miller was seeing her less frequently than Olive suggested. McGee identifies messages sent to Miller from Richard Jordan shortly after the restraining order expired. McGee and Torres leave to question Richard. On the way, McGee questions Torres about the accuracy of rumors about his relationship with Tennant. Questioning Richard, he reveals a ransom demand in exchange for Sally and says he contacted Miller for assistance after cooling down from his anger.

At NCIS, the team believes that Sally Jordan’s cell phone was likely found after the crash by the ransom demanders. While discussing the matter, Torres and Parker are called to MTAC to discuss the disappearance of his witness. Due to the nature of the case, Torres leaves to Hawai’i. Fornell volunteers to operate in his place, but is turned down again. In the process, Knight discovers a missing persons report for Thomas A. Miller, leading the team to conclude someone is hunting men with the same name (as in The Terminator). Meeting his wife Nina, Parker and Knight discover her Thomas Miller is the same person with two wives.

Questioning her, Nina reveals Miller left abruptly after their last meeting at a cafĂ©. Parker reluctantly reveals Miller’s polygamy, resulting in a cut that Palmer treats. Dr. Grace alleviates Fornell’s disappointment in not noticing Miller’s polygamy, which she attributes to his trauma. Having found a burner phone in Miller’s car, Knight sends it to Kasie to analyze. McGee announces a special ops unit being dispatched to locate Sally Jordan’s phone in South Sudan. Watching a video of Miller’s abrupt departure, McGee discovers Richard Jordan present at the scene. Questioning him, Richard denies Miller saw him, but claims he was started by a silver SUV. Although Parker and Fornell disagree on suspecting him, Kasie clears Richard by absence of his DNA at Miller’s murder scene, but links it to Martin Polk.

Questioning him, Martin admits he randomly observed Miller with Nina and her baby and confronted him over it, but denies killing him in favor of allowing Miller to reveal the truth to Olive. Still under suspicion due to his DNA presence at the scene, Martin suddenly requests a lawyer, making Parker suspicious. Questioning Olive with Dr. Grace, they manage to get her to confess to killing him after coming clean to her about his affair.

Dr. Grace convinces Parker to finally make an appointment for a preliminary psychological evaluation. McGee announces the scammers have been found and identified.

McGee and Fornell leave to talk to Richard about the arrest of Richard’s killer. Fornell relates to Richard losing his own daughter. While they talk, McGee receives a message from Torres announcing his missing witness has been found.
In Hawai’i, Torres and Tennant transport the witness, Jennings. While arguing, their truck is shot at, resulting in Jennings’ death and their truck flipping over.

Cut To The Chase 

NCIS investigates when retired Lt. Commander Thomas Miller is murdered. Aided by Fornell, the team discovers Miller has led a double life and was killed by his wife after coming clean. Meanwhile, Torres prepares to leave for Hawai’i in response to a development from one of his earlier cases there.
