Recap: NCIS 19x15 Thick as Thieves

The murder of a Petty Officer in Philadelphia results in a link to Agent Parker’s past and a debate over whether people can change.

In Philadelphia 1975, two boys are arrested for stealing hubcaps from a car lot. One of them, Billy Doyle, mocks the arresting officer while the other, more fearful boy announces himself as Alden Parker.

At NCIS, Knight explains her date for her cousin’s wedding has left her. Parker announces the team will be assisting the shorthanded Philadelphia office on a case. The victim is identified as Petty Officer Second Class Dana Calley, dead from a series of gunshots. While the team guesses why she was alone in the park at night, Torres finds a watch nearby; believing it to belong to her killer, they keep it as evidence. Nearby, Knight discovers a cooler with organs, which Palmer determines to belong to a pig and a cow.

Kasie finds skin cells on the watch belonging to Sean Doyle, Billy Doyle’s nephew. Parker shakenly reveals he went to juvie with him, a revelation that shocks the team. In the Squad Room, Parker openly explains he and Billy were arrested for stealing hubcaps. Although Parker himself was scared straight from the experience, Doyle made a name for himself as a crime boss before going straight, leaving the team to conclude Sean has stayed the criminal lifestyle. Speculating Calley was in the park to buy drugs from Sean, the team put a BOLO out for him.

Parker visits Billy and his new staffer Colin in Philadelphia. Billy is unsurprised to learn of Parker’s suspicions, admitting he last saw Sean stealing money and remains unsure if he is capable of murder. McGee and Knight question Calley’s superior, who explains she visited parks to film video of possums (luring them with the animal organs). Accessing her video cloud, Kasie finds a video of Calley’s murder, revealing she stumbled onto Sean and a figure arguing nearby; the figure attempts to murder Sean before killing Calley. Receiving a hit on their BOLO, the team learns from Detective Dubrow reveals that Sean has been found dead. At the scene, Parker tries to dissuade a vengeful Billy from pursuing his own investigation.

At NCIS, Palmer confirms Sean and Calley were killed by the same person. Palmer also reveals a hidden tattoo linking Sean to a nightclub called Dirtbag. Parker tries to reassure Vance that Billy will not be a problem. Torres and Knight visit the Dirtbag nightclub. A woman, Lola, confronts them with a shotgun, believing them to be working with a man who aggressively demanded information about Sean Doyle. Confirming it was Billy, Torres and Knight reveals themselves as NCIS and question her. Lola reveals Sean recently became involved with a woman with a dragon tattoo and gives them his backpack with a pager in it. Meanwhile, Palmer visits a diner for lunch when he encounters Billy Doyle. Billy attempts to bribe Palmer to read Sean’s autopsy report; Palmer manages to force Billy into leaving. Parker angrily confronts Billy over jeopardizing his investigation. Although Billy insinuates he was necessary for Parker to survive at the time, Parker threatens him if he continues interfering.

Kasie discovers the pager has been receiving coordinates and numbers. With a new one present, they realize Sean’s contact is unaware of his death and stake out the location. Parker privately admits to McGee he fears the possibility of having to arrest Billy despite his helping him. The two corner a man at the location. Announcing himself as Mark Sisco, he reveals himself as DEA and that Sean Doyle was working for them. At NCIS, Sisco explains they wanted Sean to help them to arrest organized crime boss Kat Hanna, although Parker is offended by Sisco’s callous attitude to his death despite his promising information. With Hanna difficult to find, Parker decides to involve Billy Doyle and his connections.

Visiting Billy, Parker reminisces with him before explaining the situation and requesting his help. The next morning, without a plus-one to the wedding, Knight asks Palmer to go with her, which he is receptive to. Meanwhile, Billy sends the team information allowing them to question Kat Hanna. Despite the apparent evidence, Hanna denies murdering Sean and Calley, insisting she was robbing a jewelry store in Baltimore. With the case against her thinning, Kasie links the gun to a robbery committed eighteen years earlier. Realizing Billy planted it to hide his own investigation, Parker leaves to find him.

Confronting him in a church, Billy reveals he has discovered Colin is Sean and Calley’s murderer. When Billy appears intent on killing him, Parker offers to do so for him. Billy allows Parker to arrest Colin, refusing to let him go that far. Afterward, Parker and Billy reaffirm their friendship.

At NCIS, Palmer and Knight leave for the wedding, leaving McGee and Torres questioning if they have a potential future.

Cut To The Chase 

NCIS is called to help investigate the murder of Petty Officer Second Class Dana Calley. The team discovers a link to Billy Doyle, Parker’s former friend and reformed criminal Billy Doyle. When Billy’s nephew Sean turns up dead by the same killer, the team race to solve the murders before Billy. Although they discover links to Sean working as a DEA informant, Billy tracks down the real killer, leaving Parker to put their friendship on the line to get proper justice. Meanwhile, Knight struggles to find a plus-one for a wedding. She eventually leaves with Palmer.
