Recap: NCIS 19x10 Pledge of Allegiance

NCIS is called on to locate an officer suspected of selling Navy software.

Kay Barlow is virtually discussing her upcoming wedding to when her home is stormed by a team demanding her fiancĂ©’s location.

At NCIS, McGee is disputing a $10,000 deposit into his bank account when Vance and Parker arrive to brief them: they are tasked into a manhunt for Navy Chief Warrant Officer Rafi Nazar, who stole a digital master key for the Navy’s combat drone software, which they believe plans to sell on the Black Market. McGee and Torres interrogate Kay, who insists on Nazar’s innocence. Despite it, Kasie uncovers a suspicious text message on his phone, concluding Nazar had a partner in stealing the master key. Tracing it, the team finds the partner, who Parker identifies as Andre Kopaloff, dead in his home. Kasie links the bullets in Kopaloff’s body to Nazar’s personal weapon.

Walking through Nazar’s background, the team believes Nazar was radicalized by an uncle while stationed in the Middle East, although Vance finds the evidence weak. At Kay’s house, Torres finds Nazar’s gun case empty, while Kay continues to vouch for his innocence. Based on her advice, they talk to Nazar’s associates; each speaks highly of him, aside from one whose complaint is largely racist. Nazar’s superior, Captain Royce, further explains the master key change will take thirty-six hours to complete. Due to the scope of the threat, the Secretary of the Navy authorizes Vance to use any means necessary to locate Nazar.

Within moments of a media blitz identifying him, Nazar contacts Kay and instructs her to meet with him. Having tapped her phone, Torres and Knight leave to apprehend her, while Kasie shows Parker and McGee she has managed to track him. Torres and Knight find Kay preparing to meet Nazar and, playing good cop/bad cop, enlist her to help them. While staking out the location, Knight tells McGee that Palmer has also received an anonymous $10,000 donation. Nazar arrives, but Kay exposes the team, allowing Nazar to escape.

At NCIS, Torres and Knight debate who is at fault before agreeing on Kay. Although the team is struggling to locate Nazar, McGee suggests he has holed at the Embassy of Afghanistan. The Afghani Ambassador confirms his presence but refuses to allow them to speak to him. Kasie further reveals that the master key, which remains active for another seven hours, has been sold for free.

The team decides to reverse course on their tactic. Parker manages to set up a meeting with Nazar and the Afghani Ambassador at the embassy. There, he reveals Kay is being charged for aiding several counts of terrorism, prompting Nazar to agree to turn himself over to NCIS. As the team prepares to leave, Nazar is shot. While traveling by ambulance, the attending doctor confirms the shot was non-fatal, prompting Parker to demand they turn to NCIS, which Rafi agrees to.

At NCIS, Palmer and Torres wait. The conversation turns to Palmer’s $10,000 donation, although he reveals the money was earmarked for his daughter. In Interrogation, Rafi insists he did not steal the master key or kill Kopaloff, despite the evidence against him. When prompted about the facial recognition identifying him, he notes it functions regardless of whether he was conscious.

Torres and Knight interrogate Barlow, confirming she hired and killed Kopaloff and framed Rafi while he was asleep. They further find evidence of Barlow’s anti-American social media posts. Her story broken, Barlow confirms their suspicions. Although Barlow is confident the master key will usher a wave of divine retribution, Knight reveals the master key has finally been changed, rendering it useless. Parker and McGee reveal to Vance that Barlow was radicalized by a domestic terrorist who has now been apprehended, that she set up a relationship with Rafi purely to frame him for the master key theft and intended kill him at the embassy.

Parker, Knight and Torres talk with Nazar in the Squad Room, encouraging him that his team stood by him. Meanwhile, Vance privately requests a meeting with McGee and Palmer. Vance reveals the $10,000 donations originated from a scholarship fund set up by Gibbs for his daughter Kelly prior to her death and left open for other families, Vance himself among them.

Cut To The Chase 

NCIS is assigned to locate Navy Chief Warrant Officer Rafi Nazar, with evidence supporting his theft of a master key for the Navy’s combat drones. The team presses his fiancĂ©, Kay Barlow, although she insists he is innocent. Managing to press him into turn himself over, they find Barlow set up Nazar for the theft, although her plan falls apart when the Navy renders the key useless. Meanwhile, McGee and Palmer discover they have been given $10,000, which Vance reveals was sent from Gibbs for their children’s’ college funds.
